Newport Midwest, LLC has purchased the Perkins Development site and the land around it and is hoping to redevelop this site. See below for a short description of this proposed development.

Newport Midwest proposes Agra, a new construction affordable housing development in the Seward neighborhood of Minneapolis. Agra will add 174 units of affordable housing with rent levels targeted towards households earning at or below 60% Area Median Income (AMI). Furthermore, Agra will set aside 97 units (56%) with rents targeted to households earning at or below 50% AMI and an additional eight (18) units set aside for rents targeted to households earning at or below 30% AMI. Finally, Newport Midwest is seeking to leverage a partnership with Hennepin County, which was first established during the structuring of the set aside mix at Hook & Ladder Apartments (Northeast Minneapolis), to set aside 17 housing units for Hennepin County Human Services and Public Health Department (HSPHD) clients. Project Based Section 8 will be secured from the Minneapolis Public Housing Authority for these units.

In addition to being a residence to a truly income-diverse population, Agra will incorporate urban agriculture into the community. A 5,000 square foot hydroponic farm will be located on the south-facing edge of the building’s rooftop. A minimum of 40% of the fresh produce harvested from the farm will be made available to the residents as well as the greater community and it will be operated and managed by a local hydroponic grower. Agra will be the first of its kind in Minneapolis, though it will be modeled after Arbor House, a Low Income Housing Tax Credit development completed in 2012 in the Bronx, New York City. This concept will bring the connection of access to affordable housing and access to fresh, locally produced food together in a unique and innovative way.
