Whether you’re settling into a new place or need a hand with a tricky landlord situation, we’ve gathered the tenant rights, housing programs, and local support to help you feel at home in Seward.

General Resources
- City of Minneapolis Renter Resources – The City’s central hub for renter resources, covering rental housing liaisons, legal aid, and financial assistance.
- Rental Housing Liaison – Regulatory Services has employees that work closely with Inspections staff supporting renters in housing issues, including finding resources for renters in tough situations, coordinating between renters, owners and City staff and also working with renters to understand the work of Inspections Services.
- HOME Line – A nonprofit Minnesota tenant advocacy organization.
Rental Assistance Resources
- Department of Human Services – Emergency rental help if you can show proof that 30 percent of income went towards bills.
- Align MN – Emergency rental support if you have been denied or have used EA from County before applying.
- Salvation Army – Emergency rental support; must have been denied or used EA from County.
- Stable Homes Stable Schools – Emergency and ongoing rental support for households with a child enrolled in Minneapolis Public Schools.
- Rental Assistance and Utility Assistance Resource List – A detailed list of rental and utility assistance programs.
Transitional Housing Resources
- HelpMeConnect – Transitional Housing Programs – The Minnesota Department of Health’s directory of transitional housing programs and support for individuals and families.
- Hope Street Shelter – Housing and support for youth and young adults experiencing homelessness.
- Housing Info Line (Lutheran Social Service) – Provides housing and support to adults, families and veterans experiencing chronic homelessness.
Community Resources
- Housing Link – Nonprofit organization providing affordable rental housing information.
- Minneapolis Public Housing Authority (MPHA) – Administers public housing for eligible individuals and families in Minneapolis.
- Energy Assistance Program – If you need help paying utility bills such as electric or gas, you may be eligible for the Energy Assistance Program.
- Agate Housing and Services – Handbook of the Streets, with information and numbers to access food, shelter, public assistance, health care, education, employment, services for immigrants, and legal services.
- Residential Transit Pass – Deeply discounted unlimited use transit pass designed specifically for multifamily developments of 10 units or more.
Sustainability Resources
- Home Energy Squad (CEE) – Free in-home energy assessment with on-the-spot upgrades like LED bulbs, weather-stripping, and efficient showerheads. Renters are eligible with property owner approval, and the program is specifically recommended for condos and rental units.
- Community Solar Garden Program – Subscribe to a share of a local solar garden and get monthly bill credits on your Xcel Energy bill, no rooftop panels required. Open to renters and often the best solar option if you don’t own your home.
- Cooperative Energy Futures – A Minneapolis-based, member-owned community solar cooperative; renters are explicitly welcome to subscribe.
- Garbage, Recycling & Cleanup – City of Minneapolis – Look up your collection schedule and learn how to recycle and compost right; renters in smaller buildings should confirm organics/recycling enrollment with their property manager.
- Energy Assistance Program – Help paying electric or gas bills, available to renters as well as homeowners.
- Residential Transit Pass – Deeply discounted unlimited transit pass for multifamily developments of 10+ units, a low-carbon transportation option for renters.

- Inquilinxs Unidxs Por Justicia – Nonprofit advocating for renters throughout Minneapolis.
- HOMELineMN – Nonprofit advocating for renters throughout Minneapolis.
- Autonomous Tenants Union Network – Organizing resources from a North American collaborative of tenant unions committed to building tenant power.
Legal Resources
- Legal Aid – Mid-Minnesota Legal Aid offers free civil legal assistance to low-income people facing eviction, housing discrimination, and more.
- Volunteer Lawyers Network – Non-profit organization dedicated to connecting Minnesotans experiencing poverty with some of the top private lawyers in the state at no cost.
- Minnesota Attorney General – Landlord and tenants: Rights and responsibilities.
- Minnesota Tenant Report Form – If your landlord’s actions feel like intimidation or retaliation, report it. If you can’t navigate the form you can call the consumer complaint line at (651) 296-3353.
